Answer: 1. Has the owner forfeited all rights to .... bank takes ownership? No, not in CA, he has 30 days to get his stuff. You have no legal right to deny him his stuff, he should come by with a sheriff to explain this to you.

It was written into the lease agreement

Sue him in small claims. If you want more money, get an attorney because you will get swallowed up in District court. You will pay the attorney more than you will get back though. IE: Pay $5000 to get that extra $2500 in punitive damages which is all you can get an award
